Degrees attestation procedure in pakistan HEC/MOFA/IBCC

today i will tell you all procedure about  degrees attestation from pakistan university recognize HEC/MOFA/IBCC 

first of all i would you like to tell you because  everyone know that how can are attest our degrees in different departments   ,

                                                    GUIDELINES FOR  
OF ACADEMIC DOCUMENTS


v     Applicant has to submit the following original educational documents alongwith online Attestation Form available at http://das.hec.gov.pk
when are you vista this like http://das.hec.gov.pk  after appear a window you are see a four column   block ,but you are click in which block sign up and put all information require this form when you are complete this task and generate hard copy form hec and present this document thare are mention below 
·      Matric degree/sunaat
·      Intermediate FA/FSA/DAE DIPLOMA  Certificate
·      Graduation – Degree and DMC/Transcripts.
·      MBBS/Engineering/Pharmacy- Degree/Year wise DMCs/Transcripts
·      Master – Degree and DMC/Transcripts
·      M.Phil – Degree and Transcripts
·      CNIC
·      Nikah Nama/CNIC copy of father/B-Form copy in case of female (married) applicant and Husband name is mentioned on the CNIC instead of Father Name.
·      A set of photocopy for all mention  documents for office use/record 



Other Instructions:              
v     In case of “O” and “A” level certificates or Grade-12 education from abroad, IBCC Equivalence Certificate is required.     
v    Transcripts issued by departments/constituent colleges must be countersigned by the Controller of Examinations of respective university.
v      In case of B.Com/M.Com. or Annual System, Part-I and Part-II Detail Marks Certificates (DMCs) are required.
v       In case a degree has not been issued, DMC/Transcript can be attested provided:
       a)         Verification letter from the Controller of Examinations of the concerned university is attached.
       b)         After 3 years, degree will be mandatory and only transcript will not be attested on verification alone.
v       Foreign degree is not attested. However its equivalence certificate issued by HEC will be attested.
v        For attestation of “Shahadatul Almiya fil Uloomm al Arabia Wal Islamia”, enter particulars of Middle, Aama, Khasa and attach equivalence of HEC.
v        For attestation of “CPSP Fellowship/Membership” certificate, the certificate must be verified from the controller of Examinations of CPSP before submitting to HEC.
v        In case of absence of applicant, he/she will provide duly signed authority letter to the authorized person which should be attested by a Grade-18 or above officer alongwith CNIC of Authorized Person.
v        Tokens are issued between 0800 to 1100 hrs daily (Monday to Friday)
v       One Case will be accepted on one token
v       Documents will be returned from 1400 to 1500 on the date mentioned after that HEC is not responsible.
v        Note: Attestation Fee mentioned below will only be accepted on HBL Bank Counter located within HEC Regional Center Premises. No Fee will be accepted if deposited in any Bank including HBL.
Original Document        Rs.800/- per doc.
Photocopy                    Rs.500/- per doc


IMPORTANT NOTE:

v  Name”, “Father’s Name” and “Date of Birth” of the applicant written on all educational documents must be matched with CNIC.

v  The applicants who bring printed online attestation form will be given priority and separate tokens will be issued to them, that will save their considerable time in submitting their attestation documents.

v  Ph.D. Degree can only be attested from HEC Islamabad.


         MOFA Attestation Requirements, Procedure &                                          Process


Those who want to attest documents from (MOFA) ministry of foreign affairs should be knowledge  about authorities of the ministry and procedure and reality  of documents that they attestation important papers  . The main office of (MOFA) is in Islamabad and its camp offices are located at Peshawar, Lahore, Karachi and Quetta.

 Its worth mentioning here that Ministry doesn’t attest the genuineness of the document or the contents of the documents. It only verifies or countersigns the attestation done by the other authorities like educational certificates attested by HEC or IBCC. In short Ministry verifies the signatures of concerned attesting authorities. These documents which MOFA verifies include:
  • Documents attested/issued by authorities of provincial, central and local government that are intended to be used abroad or submitted in Foreign Missions in Pakistan.
  • It also includes the verification or attestation of the documents of  Foreign Missions which are intended to be presented in Pakistan.
Ministry doesn’t attest documents which are in any other language than urdu and English. The documents once attested from MOFA will remain valid forever and hence will not need to be re-attested. It is pertinent to mention here that Photocopy or translation of any document will be attested when original document is presented or it is attested by a gazetted officer of BPS-17 or above.

20.Power of Attorney from Abroad to a person in PakistanSame as abovePerson authorized in Pakistan has to appear in person with original ID card to get the Power of Attorney attested from MOFA.

IMPORTANT NOTES REGARDING WHO CAN PRESENT DOCUMENTS AT MOFA

  • The applicant himself/herself or his/her family member with authority letter can present documents at MOFA.
  • The person appearing on behalf of his relative is required to show his/her original ID card/Passport/Driving License/University Card/School Card/Domicile/Office Card or any of his valid ID.
  • If  a person has no family member or relative available in Pakistan to appear on his/her behalf, in that case the applicant is required to produce an authority letter duly signed by our Mission abroad to the authorized person to be brought at the counter along with other related documents.
DURATION OF DOCUMENT ATTESTATION
Once the document is submitted for attestation on window the document is likely to be attested and returned within two hours after submission.
LIST OF  DOCUMENTS THAT ARE NOT ACCEPTABLE FOR ATTESTATION
  • Passports
  • Domicile
  • ID card
  • Documents related to immoveable property (i.e Registries of the plots and agriculture land)
Drop Box Facility for Attestation of Documents at Ministry of Foreign Affairs and its Camp Offices 
In order to get rid of travelling long distances or disturbing relatives. Ministry has facilitated the general public, following courier companies have been authorized to receive documents for attestation (except Power of Attorney) from Ministry of Foreign Affairs and all its Camp Offices located at four provincial headquarters. These four companies are:
  1. LCS
  2. OCS
Note: Expenditure on stamps to be affixed on documents will be borne by the applicant.
Note 2: In case of loss of documents courier companies will be responsible for that and will have to bear all the charges that is needed to get another original document.

The  (IBCC)  BOARD  is a body under the Ministry of Education that work as a link among the boards. The aim of IBCC is to coordinate activities of the Boards, achieve fair measure of uniformity of academic, evaluation and curricular standards and to promote curricular and co-curricular activities on Inter Board basis.

Step 1: Remove plastic coating before depositing certificates for attestation. IBCC will not attest the certificates having plastic coating or sheets.
Step 2: First verify certificates from the issuing boards. IBCC will attest only those certificates that have been verified by the respective issuing authorities.
Step 3: Download Application form from here: Certificates Attestation FormApplication form for attestation are also available at the reception of IBCC.
Step 4: Go to Matric Branch or Intermediate Branch for the certificate you want to attest.
Step 5: Application for Certificates for Attestation must be submitted by the applicant, parents, and siblings.
Step 6: Pay fee for attestation. Get challan form from the reception of IBCC (free of cost)
  • Fee for each attestation of original certificate is Rs. 200.
  • Fee for each attestation of copy of original certificate is Rs. 100.
Step 7: After paying the fee/challan form go back to the required Matic/Inter Branch and submit the form along with following documents:
  • Copy of CNIC
  • Voucher/Challan Form
  • Original Documents (Inter & Matric certificates and mark sheets)
  • Attested photocopies from the respective boards
Important Instructions:
  • Time for filing Application for Attestation is from 8:15 AM to 1:00 PM on all working days except Fridays. For Fridays, time is 08:15 AM to 11:00 PM.
  • Attestation of original certificate(s) is compulsory
  • Photocopy of the certificate will be attested after attestation of the original certificate.
  • Documents already attested from the Regional Offices of IBCC will not be attested by IBCC Islamabad.
  • Applicants, his parents or siblings are required to collect the attested certificates within seven days from the date of deposit otherwise IBCC will not be responsible for misplacement (if any).
  • Certificates found bogus will be forfeited by the IBCC and legal proceedings will be taken against those who will submit bogus or fake certificates.
When the Attestation Certificates will be delivered back by the IBCC?
  • Delivery time for the attested certificates is next day after the day of deposit on all working days from 08:15 AM to 03:00 PM. (However, on Friday the timing for delivery will be 08:15 AM to 11:00 AM).
  • Attested certificates will be delivered to the applicant (holder of the certificate) parents, and siblings only.
Those who wants to attest the school leaving certificate by the IBCC are required to provide the followings
  • Progress report issues by the relevant school
  • School Leaving Certificate attested by the District Education Officer (EDU or DEO or concerned Directorate of Education).
  • Copy of school registration or evidence of registration
  • Copy of admission withdrawal
  • B-Form or CNIC of the applicant.
